CHIEF WARRANT OFFICER AND WARRANT OFFICER PROGRAMS.//

RMKS/1.  This NAVADMIN announces the establishment of the Executive

Support Technician Warrant Officer (WO) (7904) and Chief Warrant

Officer (CWO) (7901) Community.

2.  To ensure standardized, professional executive level

administrative support for General/Flag Officers (GO/FO), the

Assistant Secretary of the Navy (Manpower & Reserve Affairs) has

approved the establishment of the Executive Support Technician (EST)

WO and CWO designators.  7904 WOs and 7901 CWOs will be trained as

technical specialists in executive front office administrative

requirements supporting GO/FOs.

3.  This program will be the first dual accession WO/CWO program in

Navy history.  Applicants may be appointed directly to WO1, CWO2, or

CWO3 based on paygrade and total time in service.  Only current Flag

Writers with greater than 6 years Time in Service (TIS) and 12

months of documented time, as of 1 October 2026, assigned as a Flag

Writer while possessing the 791D NEC are eligible to apply for the

FY27 selection process.  TIS will be computed to 1 October 2026 for

selection purposes.  E5-E6 (and E7 Flag Writers with less than 14

years TIS as of 1 October 2026) will compete for WO1 (7904)

selection.  Flag Writers who are E7 and above with 14 years or

greater TIS as of 1 October 2026 will compete for CWO2/CWO3

selection in accordance with reference (a).

NOTE:  Members selected for Senior Enlisted Marketplace will be

considered at the paygrade assigned as of 1 October 2026.  A frocked

E7 (CPO) will be considered as a paid E7 for board purposes.

4.  EST will compete inside the Executive Support CWO Competitive

Category as outlined in SECNAVINST 1400.1D.

5.  WO1s (7904) will follow the timelines and promotion steps for

officers appointed as WO1s as outlined in SECNAVINST 1412.8C and

will carry the last digit of 4 in their designator until promoted to

the pay grade of CWO3.  After accepting promotion to CWO3, the

designator will automatically change to 7901.

6.  The initial Executive Support Technician (7904/7901) board will

convene on 30 July and will consider all records of those

individuals meeting the eligibility criteria outlined above.  If you

7.  The establishment of the 7904 WO and 7901 CWO designators

formalizes executive support as a professional Warrant Officer

career path.

8.  Guidance for FY28 and subsequent selection boards will be

released in a future NAVADMIN.
